    Bonn diary 3: Accentuate the positive, eliminate the negative

    More than 4,000 representatives of governments, business, unions and environmental organizations are meeting here in Bonn for the global talks on climate change. The sessions are focused on the outline of a new climate agreement to take to the larger UN climate change conference this December in Copenhagen.

    Conservative economic policy: the emergence of a new consensus?

    We learned a lot more about Conservative economic policy today in a detailed (and annoyingly thoughtful) speech by George Osborne.  There’s a lot in it which I may return to in future posts.  But what struck me is how the speech seems to presage the emergence of a new consensus between the main parties only a few months after the last one collapsed in a heap alongside Lehman Brothers.

    Bonn diary 2: Building a union-NGO coalition for Copenhagen

    I went to the ITUC’s official Side Event on Just Transition here at the UN climate talks in Bonn yesterday. The broad platform had government representatives (Argentina and France) and NGOs, plus Anna Pinto from Gender and Climate Change; Angela Anderson from CAN International; and Poormina Chikarmane from the Wastepickers Union of India. The aim was to explain the ideas behind just transition from many different perspectives.

    At the UN climate talks in Bonn, where the elation of finding out the UN had included the unions’ call for a ‘just transition’ (JT) in its Copenhagen negotiating text has now given way to a mounting nervousness, as goverments get down to hard bargaining.
