That ‘improvement’ in R&D spending

You may have noticed the business enterprise research and development figures [1]for 2001, up 8 per cent [2]on 2010. Gins and slimline tonics all round!
There is another way of looking [3]at it:

The European target includes government R & D, but that has been especially hard hit by the cuts. This picture has always been worrying, but its even worse during a period of austerity. The Chancellor’s 2011 Budget promise [4]of “a more balanced economy, by encouraging exports and investment” needs some working on.
